The rule preserves capacity for short‑ and medium‑haul trips that keep the region connected to major business and government centers. A small number of beyond‑perimeter exemptions allow select long‑haul routes—think the occasional nonstop to the West Coast—awarded by the U.S. Department of Transportation.
